Noted by the well-regarded Chambers USA for her outstanding success in representing construction and surety clients, Shannon J. Briglia is also ranked by her peers as a construction “Superlawyer” in Virginia and the District of Columbia.  Her legal work has been praised by opposing counsel and clients describe her as being “always extraordinarily prepared and articulate”.  Ms. Briglia has garnered a steadfast and loyal client base because “she keeps on winning”.  Ms. Briglia focuses her practice on advising construction industry participants in risk management and disputes.  She has litigated construction contract disputes and surety cases in federal and state courts in Maryland, Virginia, the District of Columbia, Michigan, Florida, and Texas, and has presented arbitrations and mediations before panels and solo neutrals in many of the 50 states. 

Notable cases Ms. Briglia has litigated include:

  • Representation of a concrete subcontractor with multi-million dollar claims against the construction manager and development manager arising out of the construction of a research clinic/office building at NIH;
  • Defense of a surety against multi-million dollar claims brought by the owner of a peaking power generation facility and multiple subcontractors;
  • Arbitration of disputes on behalf of the construction manager against the owner arising out of the construction of Colonial Downs Thoroughbred Racetrack; and
  • Arbitration of affirmative claims by a surety against the Embassy of the Slovakian Republic relating to the construction of their new chancery building.

She also assists construction clients with general corporate and employment law matters. 

Ms. Briglia is an active member of the ABA’s Fidelity and Surety Law Committee, the Forum on Construction, the Defense Research Institute, and the International Association of Defense Counsel.  She is a member of the Virginia State Bar’s Board of Directors of the Construction and Public Contracts Section.  She has authored numerous articles and book chapters and speaks regularly to industry groups on construction and surety topics.

Prior to founding BrigliaMcLaughlin, PLLC, Ms. Briglia was a shareholder and Managing Director of the national construction and government contracts law firm, Wickwire Gavin, P.C.  She was also a partner at Moore & Lee, LLP, a construction law firm with offices in Virginia, New York, and Florida.  She holds a B.S. degree from Virginia Tech  and a juris doctorate from George Mason University School of Law.  Following law school and prior to entering private practice, she served as the pro se law clerk for the United States District Court for the Eastern District of Virginia, Alexandria Division.
